The Wilmington City Clerk is the front door for the Wilmington Residents Directory at the city level. The Clerk keeps ordinances, resolutions, and Council minutes. The office is open Monday through Friday, 8:30 a.m. to 4:30 p.m. The Wilmington City Council meets on Thursdays at 6:30 p.m. in Council Chambers on the same floor. Council has twelve members. Eight serve district seats and four serve at-large. All serve four-year terms.

Wilmington Residents Directory Historical Archives
The Delaware Public Archives keeps the deepest stack of old Wilmington resident records. The Archives holds city assessment books, tax rolls, city directories, and early court dockets. Wilmington Residents Directory Court Records
Wilmington holds the main courthouses for New Castle County. The Leonard L. New Castle County Offices in Wilmington
Several county offices serve Wilmington residents from the 800 N. French Street building. The Recorder of Deeds handles land deeds, mortgages, and UCC filings. Delaware law treats vital records as confidential for a set time. Birth files stay closed for 72 years. Marriage files stay closed for 50 years. Death files stay closed for 40 years. Only the person named, immediate next of kin, or a lawyer or funeral director acting for them can get a copy before that date. Once a file passes its open date, anyone can view it at the Delaware Public Archives.
For a Wilmington marriage before 1954, the record sits with the Archives. For a marriage after 1954, the record sits with the Clerk of the Peace in Wilmington or with the Office of Vital Statistics. Always check variant spellings. Names were often recorded by ear back then.
